Public bug reported:

Ubuntu Edgy on Toshiba Tecra M5.

When LAN has been used during the last session, the logging on of the
new session (after boot up) when no LAN is available is extremely slow
as the network interface still searches to configure the LAN. It is
really painful to wait for the desktop to appear and eventually a
terminal to pop up and "sudo ifdown eth0". This takes 4 minutes on
average. Once the eth0 is down all goes smoothly. Why is Ubuntu
assuming that there is any interface to configure at log-on?
