  When there is a security update available update-manager will auto open
  each time you use apt which is annoying

+ TEST CASE:
+ 1. install stock jaunty
+ 2. run apt-get update
+ 3. verify that update-manager auto-open after some seconds
+ 4. close update-manager
+ 5. repeat step 2, 3 - this is the failure here, it auto opens after each 
apt-get update
+     as long as there are pending security updates
+ 6. install update-notifier from jaunty-proposed
+ 7. repeat step 2-5
+ 8. verify that in step 5 update-manager does not auto open
+ 9. wait for a day and login into the system again
+ 10. verify that update-manager auto-opens now again
