Well...that was bizarre.

After awhile, I figured out that I could use the terminal and Dolphin in
KDE without many problems (although I couldn't scroll through the
terminal with the mouse).

I took at a look at the running processes with top, and killed Xorg.

Expectedly, it crashed to the Kubuntu login menu (recovering pretty
well, I think).

That fixed the problem, though, at least temporarily. I'm not sure what
was going on, but whatever it was, it persisted across reboots, but got
fixed when I intentionally killed Xorg. I don't know what would be
different between killing Xorg versus powering off the hardware or
CTRL+ALT+DEL in the shell, but it did something.
