You try to remove gnupg and all packages relying on it will of course be
removed too. Thats done by the package management. This is not a bug in
gnupg. You can try:
apt-get install gnupg2 gnupg-
This will "replace" gnupg and all packages depending on gnupg or gnupg2
won't be removed. However, all packages having a straight dependency on
gnupg, like ubuntu-keyring *will* be removed. You can request an OR-ed-
dependency "gnupg | gnupg2" for affected packages, but this is not a
gnupg bug. File separate bugs against these packages then.
