I've had a similar issue on Xubuntu Jaunty 9.04, which appeared to have been caused by having a Packages.gz file on the repository CD but no Packages file...
Is this a bug in apt-cdrom? There wouldn't be much point in compressing a file if the uncompressed original was still required to be present on the disc! Or must the MD5 and SHA checksums for the uncompressed Packages file appear in the Release file in addition to the checksums for Packages.gz?
