How does any other package, even notify-osd, change the requirements of
this package to display relevant information to it's users?  What if
users of this package don't use notify-osd?

Removing information from a dialog designed to give the user enough data
to make an informed choice about software updates makes no sense.  The
number of updates, the size of the updates (as is displayed now) and the
last time the archive was checked are all very relevant when choosing
whether to hit the "install updates" button or close the manager
altogether.
