Public bug reported:

After updating ubuntu to version 9.04 I can no longer connect to my home
WLAN network on my Lenovo thinkpad by usnig the KDE network manager. For
some reason the KDE network manager does not start up by default any
more.  If I start it up by hand, then it does find the network, but it
refuses not connect.  This is a static WEP-protected network. The gnome
network manager works fine.
