On my computer the problem is unavoidable. I do not know enough about computers to suggest steps to reproduce the problem, although I believe it is a common problem with other computers. I have viewed several videos since and it very much looks like all goes well for the upper (approx) %20 of the screen and below that point the last good video line is repeated down to the bottom of the screen. This was so when I bought the computer with Ubuntu loaded and after I reformatted the computer and reloaded Ubuntu 8.10 two days ago. After reloading Ubuntu I downloaded and installed all recommended upgrades.
I would suggest that description would lead someone (capable) to a good starting point. there is a point in the screen display where new additional lines are not displayed but an existing line is displayed continuously down to the bottom of the screen, possibly at that point on the screen the system either displays the line immediately above or the system will take in only one line to display ?.
