I have a similar issue with a Compro DVB-T300[1].  The device works fine
after a cold boot, but not after a restart.  I haven't tried it after
sleep/suspend.

For me, adding the following line to alsa-base.conf worked:

options saa7134 card=70

The "card=70" setting is a device-specific workaround.  The official
list is at [2], and seems to suggest that the the KWorld ATSC 115 should
have "card=90" instead of "card=70".  My card isn't on the official list
- I got card=70 from [3].

I've attached my details to bug #374184, which is an unrelated bug I'm
having with the same TV card.

The original reporter might have some luck with adding a line "options
saa7134 card=90" to his /etc/modprobe.d/alsa-base.conf, but I'd rather
he not blame me if it melts his computer.
