Actually this seems not to be an evolution bug exactly. From what my limited research can figure out, gnome isn't falling back to the hicolor icon set or the hicolor set is lacking the required icons. The only way I could get this fixed and have all the icons work (UPS and Network- Manager as well) was to switch to completely different icon set from KDE land.
