This sounds like a system panic.  As the usplash progress bar does not
appear it is possible that is the trigger here.  There are two things to
try.

1) switch to VT-1 (ctrl-alt-F1) and login there.  then set the font and
then trigger a shutdown (as shown below).  If there is a panic in this
process we may well see it on the screen here.  A digital photo of any
messages may help us understand the issue:

    sudo setfont /usr/share/consolefonts/Uni1-VGA8.psf.gz
    sudo halt

2) try and eliminate usplash as the cause.  If we disable usplash we can
confirm whether it is the cause.  This can be simply done by removing
usplash from the kernel command line in grub during boot and then
testing shutdown.
