Binary package hint: tftp-hpa
The postinst script for tftpd-hpa (0.48-2.3ubuntu1) calls update-inetd which I
guess may not be installed when debian-installer runs. I added a dependency on
the update-inetd and rebuild the package and that solved the problem.
