You forgot theoradec and theoraenc for pkg-config. Just add
debian/tmp/usr/lib/pkgconfig/theoradec.pc
debian/tmp/usr/lib/pkgconfig/theoraenc.pc
in libtheora-dev.install
Also, it seems that drop-rfc-nondfsg patch isn't needed, at least not
starting from 1.0-2
