This is a separate bug. The above debug output contains the line:
'printer-state-message': u"Can't create temporary file",
which is different to the one for Bug #289759 .

I have printed before and it broke on upgrade (to Jaunty, I'm pretty sure).
I fixed it by running
sudo chmod 1777 /tmp
