Thanks to #zsh on freenode, I figured out that this is not a bug but a
new default setup. The behavior I described can be achieved if you add
the following line to .zshrc:
zstyle ':completion:*' special-dirs ..
** Changed in: zsh (Ubuntu)
Status: New => Invalid
