i can confirm the bug with 9.04 alias jaunty (32-bit version). I have
installed the backports (see infos)

i can do:
$ sudo iwconfig wlan0 rate 11M
$ sudo /etc/init.d/NetworkManager restart

that works for me. See:

When i restart, i always have to set the rate to 11M.
