The file /lib/udev/rules.d/40-pilot-links.rules comes from the udev package. So it is a udev bug if the symlink is not correct.
Two remarks: - you should/shall use "usb:" instead of "/dev/pilot" for USB Palm devices - the Debian udev package do not provide the /lib/udev/rules.d/40-pilot-links.rules file. It looks like the udev package is not shared between Ubuntu and Debian :-(.
