Public bug reported:

Binary package hint: coreutils

The who command returns an empty string. Also when given with parameters:
who
who -b
who --help returns output (help information)

Steps to reproduce
1) Please login as a regular user
2) Start a (gnome-)terminal
3) enter the who command
It should return minimal the user logged in... But in my case it returns nothing
Even who -b returns nothing

Very strange.
