I think I may have isolated the problems. 1. I replaced the pci card 2915ABC with an older one that is B only and uses the IPW2100 driver. The problem still existed. 2. I disabled burst mode on my WRT54G router and it got a bit better. 3. I completely removed the network manager and related items and use the gnome-network manager (old style like was in 8.04) and it still got better. 4. Finally, I changed the irq on the pci slot from 11 to 5 and have not seen the problem since. I figured pretty much everything was routed thru irq 11, and that couldn't be a good thing. I'm lucky that my T42 allows you to set irqs on the pci slots/accessories. Most don't.
I have a newer 2915 BG card coming so I will be interested in seeing if the IPW2200 driver responds the same way.
