Public bug reported:
When I try to run OOo, I get a dialog box saying my personal settings
are locked, and another instance may be running (as far as I can tell,
another instance isn't running).
As a sidenote, I can't select the text in this dialog to assist in my
reporting this bug -- this is also a bug.
