I believe that I am experiencing the same bug (only a little different). My system specs are: Intel Pentium Dual Core E2180 Abit AB9 Pro Motherboard 4GB Ram Ubuntu 9.04 64bit
I can get CPU1 to scale to full speed but CPU0 will not scale; it is stuck at the lowest possible speed.
