Binary package hint: pavucontrol

In pavucontrol, volume meter shows 100% even when volume level is
lowered to around 90%

Steps to reproduce:
1. Generate a tone at 100% amplitude.  I used audacity to create this tone.  (I 
can upload the test tone I used if that helps.)
2. Use any audio application to play this tone file.  Set audio application's 
volume to 100%
3. Open pavucontrol and view the control for this application on the "playback" 
tab
4. While test tone plays, set the playback volume in pavucontrol for this app 
to 100%, and slowly lower the volume while watching the volume meter.

Actual Results:
The volume meter stays at 100% even after volume is lowered.  Only past around 
90% does the volume meter start to lower, after which it rapidly drops. 

Expected results:
Volume meter should not show 100% when volume setting is less than 100%
