i dont think this is a compiz problem, but a problem with your video
driver. what driver are you using? is it reproducible with jaunty? have
a look at bug 296534 . attach a screenshot.

I have a Toshiba A200-23V , with ATI HD2600. When I resume from suspend
- or hybernate, with compiz activated, the window decorations on taskbar
