I have attached a document to demonstrate the problem because it is hard
to describe. But here is a description of the document.

I have made a document with numbering on. The first is the default
numbering with no adjustments, just typed away and left it

The second is the same thing but I shifted the top "measuring" tab in
the ruler very slightly to the right. As you can see it completely
changes the position of the #2. Maybe I just don't understand how to use
the little tabs correctly but to me it seems like a very very slight
movement of the top tab to the right (a fraction of an inch) should not
cause the entire number to move over to the left and cause it to look
like #2 does. Thank you
