I'm having the same problem.
Attachments using ç, ö, á, etc are sent by evolution as .dat format.
Running evo 2.26.1 on Jaunty.
~$ apt-cache policy evolution
evolution:
Instalado: 2.26.1-0ubuntu2
Candidato: 2.26.1-0ubuntu2
Tabela de Versão:
*** 2.26.1-0ubuntu2 0
