Public bug reported:
While in dual screen, using "xrandr --output VGA --above LVDS --auto --output
LVDS --auto", bottom part of maximized windows are hidden by bottom panel.
Didn't use to be such a big deal, but since disabling ability to move panels
around in 9.04, it has forced me to delete bottom panel.
