I can confirm this error / warning.

I have reported it upstream:
https://sourceforge.net/support/tracker.php?aid=2798146

Recomend low importance as it does not affect a large number of users.

  Binary package hint: aspell

When I install aspell-nl, it gives warnings that a word can't start with a '
sign. The word that gives errors is: 's Gravensbrakel.
Its a existing word, so it really shouldn't give a warning!
