I can confirm this with the same laptop on Intrepid and Jaunty i386. Here [1] somebody seems to have a similar problem with a Dell M1330, and claimed it to be fixed with a udev-extras packaged from Karmic (see link for description about the new udev-extras).
I installed udev-extras 20090527+1-2 from karmic but this did not change anything. But maybe the fact that it seemed to fix a similar problem for another laptop can lead to the solution for the D630.
