I update to from gutsy to hardy. Yes, just now.
I meet same problem with degraded network perfomance.
I try to boot with livecd "Ubuntu 8.10 Intrepid" - slow network too.
After long experiments i find that boot with kernel option "acpi=off" network 
work with normal speed.
I need to stay on LTS so i cannot update to intrepid or later releases. But i 
believe that "acpi=off" is not normal operation mode.
