The Systems Settings has an item that lets you configure mouse and
keyboard settings -- however, within that item the module for
configuring keyboard settings, including the ability to have the num
lock key turned on at the start of a KDE session, is missing. I
originally reproted this to bugs.kde.org but they seem to feel this is
probably a packaging problem so now I'm reporting it here.
I think, but I don't know for certain, that this problem occurred after
the update to KDE 4.2.2
