I have the same issue with Linux Mint 7 Gloria (based on Ubuntu 9.04)
and the same 2.6.28 kernel on an Aspire One 150L (Atom N270 CPU). I used
Mint 6 before, with kernel 2.6.24, and the "ondemand" governor used to
scale propertly.
