After upgrading to Ubuntu 9.04, I reinstalled "texlive-lang-spanish" and
it didn't seem to work either.
But weeks later I manually ran
sudo fmtutil --all
and now it works fine.
I say there are some bugs with the Debian scripts that are run when
installing the "texlive-*" packages, but I guess not many people can
confirm it.
Since this bug hasn't had much activity I guess it may be a non-issue
after all.
Besides, Texlive 2008 is already out, and with the new package manager
things may be different from now on.
