I can confirm this on Ubuntu Hardy 8.04 for x86_64 and secvpn 2.21.
To solve the installation issue, a quick and dirty workaround would be:
$ sudo touch /etc/inittab
** This bug has been marked a duplicate of bug 327482
quien soy

package secvpn 2.21+nmu1 failed to install/upgrade: subprocess
