- debian/watch: Watch for unstable versions

- use "/usr/bin/python" rather than "env python" (Ubuntu: #79234)
- debian/patches/05_fix_python_m4_macros.patch:
- changes required for the debug build
- debian/patches/90_aclocal+autoconf+automake.patch:
- run autotools update
