a missing dependency on python-cxx-dev ?
You can see that the compilation complains about that:
extension/script/CXX/Extensions.hxx:48:28: error: CXX/WrapPython.h: No such
file or directory
This can be the origin of all your errors.
Anyway, this is not a bug in the Ubuntu's package, so I'll close your
bug report.
