Thanks for your bug report.
Those gconf properties (and/or the Pop-Up notifications preferences
dialog) are related to notification-daemon, and not to NotifyOSD.
If you are using the new notification system, those preferences wouldn't
work.
A conversation about notify-osd notifications not being configurable is
on-going in bug 346095.
f you are using the old notification system and still experience this
bug, please reopen it.
