I had the same problems installing installing Ubuntu 9.04 on a new Dell 
Optiplex 960 machine. 
When i changed the BIOS to the default settings the following three changes 
occured on my system;

In Drives-> SATA Operation -> RAID On (instead of RAID Autodetect/ATA)
In System-> Integrated NIC-> Enable (instead of Enable with PXE)
In Performance-> C States Control -> Disabled (instead of Enabled)

Don't know which of these settings caused the problem but it seems to be
resolved now and the installation was performed without any problem.
