Thanks for the hint. Looking in the source package this appears to be a Debian/Kubuntu specific change. The Debian specific patch, kdepim-3.5.5/debian/patches/kubuntu_05_ktnef_kmenu_tidy.diff, does not appear to be documented in the debian/changelog or debian/KUBUNTU- DEBIAN-DIFFERENCES.
A notional patch to fix this (by removing the Debian specific patch) is attached.
