@APO: I am not suffering from this bug, but I am suffering from the similar bug 334052 (WPA2-PEAP), like ozone baby above. In my case, I was able to "fix" it simply by not using the plasma-widget-network-manager. Instead I am using nm-applet from network-manager-gnome package. I have it in my KDE autostart folder, and it works painlessly, and very reliably and smooth. (I am also using gnome's keyring manager to save passwords.)
I admit it is not the most pretty solution, but a totally pain-free workaround. It only took me a few minutes to install, and once in place, I never have to care about it any more. Have you tried this for your case?
