This looks a lot like file system corruption. What is the output of
ls -l /usr/lib/postgresql/8.3/bin/pg_ctl
file /usr/lib/postgresql/8.3/bin/pg_ctl
? Does it get any better if you do
sudo apt-get install --reinstall postgresql-8.3
? Can you please do a file system check (boot the rescue system)?
