Public bug reported:

Binary package hint: update-manager

In Jaunty, Update Manager will generally wait a week or so before it
shows itself once updates are available. However, it currently doesn't
check to make sure there's actually a network connection to download
those updates from.

I discovered this when I brought my laptop to a restaurant to grab a
bite to eat and do some work - when I booted, Update Manager appeared
and offered to do some updates, however none were doable.

I suggest simply delaying update manager's opening until a network connection
is available.
