dnsmasq started by libvirtd contains "--conf-file=" argument which prevents dnsmasq to read its default config file in /etc/dnsmasq.conf. It is simple and clean to remove this argument to allow modification of dnsmasq behavior. In my own setting, I need dnsmasq to send a DNS domain to the guests to configure their "/etc/resolv.conf" properly.
I also tried "--domain=..." argument in the command-line.
