Binary package hint: postgresql-common
the file pg_ctl should be linked in /usr/bin to be in a executable
folder (or a folder inside which bash is looking for executables)
instead it just sits inside /usr/lib/postgresql/8.3/bin/ and waits for
newbies to find it...
