Changed to Non-Duplicate. This bug could be another input driver keyboard quirk (linux kernel), so we should try to deal with these on a system-per-system basis, since most of these problems seem to be associated with identifiable laptops.
If you are still experiencing these issues, I suggest you try to generate a scankey log that shows what happens when you turn the volume wheel up vs down.
