Was this a fresh install of openssh-server or was a version installed
perviously? Is this on a freshly installed Ubuntu system, or is it an
old Debian etc system that has been migrated to Ubuntu? In any case,
this sounds like a bad configuration file option problem. Could you
please attach the /etc/ssh/sshd_config file by using the "Include
Attachment" option on the launchpad page for this bug?
