Please sync xfce4-weather-plugin 0.6.2-3 (universe) from Debian unstable (main).
There is no Ubuntu changes.

* debian/control:
- update standards version to 3.8.1.
- switch to xfce section.
* debian/patches:
- 02_correct-orientation added, use panel orientation to display text
more legibly.
- 03_use-gtk-2.12-api added, prettify tooltips using gtk 2.12 API.
- 04_handle-network-config-changes added, correctly handle network
reconfiguration.
* debian/rules:
- -Wl,-z,defs -Wl,--as-needed added to LDFLAGS.
