I'm told by Matthew Garrett that the problem causing kernel crashes when
closing the lid on HPs is resolved in recent kernels; and in any case
the latest hotkey-setup package does set the DOS value to 7 for all
systems with Intel video chipsets. So I think this bug can be
considered fixed.
