Similar bug for me, except reinstalling does not help. Neither does purging and installing again both network-manager and network-manager- gnome. In case it is relevant, System -> Administration -> Services does not contain a network manager service.
I am running Jaunty 64-bit, kernel version 2.6.28-11-generic, network- manager version 0.7.1~rc4.1.cf199a964-0ubuntu2, network-manager-gnome version 0.7.1~rc4.1-0ubuntu2.
