Can you please make a screenshot of where you see this? Apport isn't
supposed to be in Apps -> System Tools -> Report a problem, and it's
certainly not here.
"apport-gtk -c %f" literally will not work. You have to replace %f with
the path of a .crash file, and this is meant to report a program crash,
not a bug report which you initiate.
