Interesting part is that I had the very same problem around a month ago. That was when I realized that laptop-mode never changed its state. Looking more revealed that /etc/acpi/events/ folder didn't have the lm_* event files.
I use Debian, and the Debian package lists those files in its Install List. So technically, dpkg was telling me that it had installed the file but then there was no events file. So I re-installed, but that didn't help. So I just went ahead and extracted the laptop-mode deb package and copied the events files manually. Things have since then been working.
